No. Oklahoma law bars a roofing contractor from paying, or promising to pay, any part of your insurance deductible on a job your insurance is paying for. It also requires every roofer to tell you so in writing with the first estimate.

What the law says
The rule is section 1151.30 of Title 59, part of the Oklahoma Roofing Contractor Registration Act. It covers any residential or commercial roofing contractor doing repairs or improvements that the homeowner pays for from a property or casualty insurance claim. Such a contractor may not, "as an inducement to the sale or provision of goods or services to an insured, advertise or promise to pay, directly or indirectly, all or part of any applicable insurance deductible or offer to compensate an insured for providing any service to the insured."
Advertising has a broad meaning in the act. It covers business cards, vehicle signs, radio, television and electronic messages, and any bid, contract or promotional item meant to win the work.
The written notice with the first estimate
Every roofing contractor has to give you written notice of this rule with its initial estimate. Your adjuster or insurer has to include the same notice in its own initial estimate on the claim. On an insurance job, then, you should see it twice: once from the roofer and once from the carrier.
What happens when the rule is broken
If a roofer breaks the rule, the insurer handling your claim does not have to consider that roofer's estimate. Anyone can file a written, verified complaint with the Construction Industries Board on the board's own form. The board forwards those complaints to the Oklahoma Insurance Department and the Attorney General's office, and refers them to the district attorney.
