Oklahoma City has required a permit to replace the roof on a house since August 1, 2025. The cities around it each set their own rules, and they do not agree with each other. Here is what each of the nine cities we work in publishes about a residential re-roof, with a summary table at the end.

Oklahoma City
Since August 1, 2025, a roof replacement on a single family home or a duplex inside Oklahoma City limits needs a city permit. It costs $94.50 and is usually issued the same day. A repair needs one only when the area repaired or replaced is over 500 square feet, and a roof that goes on as part of building a new house does not need a separate permit.
Before the inspection, three sets of photos go on the permit online: the existing roof before tear off, the decked roof once the flashing and any ice and water shield are on, and the finished roof.
The city allows one layer of shingles, so a replacement means a full tear off rather than new shingles over old. Replacing rafters, ridge beams or anything else below the decking needs a separate residential building permit. In a historic preservation area or a design district, a re-roof also needs a Certificate of Appropriateness, which the city's Planning department handles.
Oklahoma City does not license roofers itself. The state does, through the Construction Industries Board.
Edmond
Edmond's permit chart lists a roof replacement, or the removal of a substantial amount of shingles, as work that needs a permit, and replacing a few shingles as work that does not. Another of the city's own pages says a residential re-roof does not need one, so the two disagree. Call the city's Building and Fire Code Services office, (405) 359-4780, before work starts; they can confirm what applies to your house.
Permits applied for or issued since August 14, 2023 fall under the 2018 International codes.
Norman
Norman does not require a permit for roofing work with asphalt shingles, but the work still has to meet the city's adopted codes, the 2018 International codes with state and local amendments. The city's roofing questions and answers set out what that means on a shingle roof:
- One layer of asphalt shingles only.
- A drip edge at the eaves and rakes.
- A 36 inch ice barrier strip in valleys and at changes of pitch, under the state amendment.
- Shingles fastened to a solidly sheathed deck.
Roofers working in Norman must be registered with the Construction Industries Board.
Moore
Moore requires building permits for most residential remodels, additions and improvements. Its permits page does not spell out the re-roof case, so ask the Inspections department, (405) 793-5051, about your address before work starts.
Midwest City
Midwest City requires a permit for roof repair or replacement, and every roofing contractor working in the city needs a city license on top of state registration. The city also requires a final inspection, a solidly sheathed roof, and the replacement of any decking that sags under the old roof.
Del City
Del City issues a residential re-roof permit, and the contractor who pulls it must hold a Del City residential contractor's license. Inspections have to be arranged at least 48 hours ahead. If the city approves, an owner who lives in the house may do basic work on it themselves; rental properties need a licensed contractor.
Yukon
In Yukon the roofing contractor pulls the permit before work starts and posts it where it can be seen from the street. Roofers need a City of Yukon contractor registration as well as state registration, and the city's residential roofing guidelines call for shingles fastened to a solidly sheathed deck.
Mustang
Check with the City of Mustang before work starts. The city sets out its requirements for re-roofing on its Roofing Codes page, and it can confirm what applies to your house.
Bethany
Bethany's fee schedule for fiscal year 2026 lists a roofing permit at $50, and the roofer needs a City of Bethany contractor license.
Wherever you live, a registered roofer
Whatever the city, every roofing contractor working in Oklahoma has to be registered with the Construction Industries Board, and the board's site lets you look any roofer up before you sign anything. Champion Roofing's registration number is 80003787.
